FAQ - Changes to Ontario Blue Box Program

The Municipality of Casselman is working with Circular Materials to bring you a best-in-class system that continues to provide recycling services and support our residents. During the transition period, from January 1, 2024 to December 31, 2025, there will be no change to how and what residents recycle.

Why are these changes needed?

In 2021, the Ontario government adopted a new regulation which transfers responsibility, financial and operational aspects of recycling programs blue boxes to producers - those who produce and provide blue box materials to residents. In this new model of extended responsibility of producers, producers will become entirely responsible for collecting and recycling materials blue boxes.

The transition to Extended Producer Responsibility will take place between 2023 and 2025, with the new model fully in place by January 1, 2026. As a result, the Municipality of Casselman's blue box recycling program is now managed by Circular Materials, the administrator of the Blue Box collection system and a not-for-profit organization committed to establishing efficient recycling systems in Ontario.

 

What does EPR means?

Extended Producer Responsibility (EPR) makes companies that supply products and packaging responsible for their end-of-life management. This encourages companies to make more careful decisions about the materials they use in their packaging and products, and makes them responsible for the cost of recycling these products in end-of-life management.

EPR is recognized as one of the most efficient mechanisms for improving recycling rates and advancing a circular economy where materials are collected, recycled and returned to producers for use as recycled content in new products and packaging.

Garbage Collection

Pick-up Day

  • Household waste is picked up every Thursday, including statutory holidays, from every residential address in the Municipality of Casselman.
  • Place your garbage at the curb between 6:00 pm the night before the collection and 7:00 am the day of.

Capacity and Weight of Bags and Bins

  • The maximum capacity of a garbage bin is 125 litres (28 gallons).
  • The maximum weight of a bag or a bin is 18 kg (40 lbs), including the weight of the container.
  • If your garbage bag or bin exceeds the weight or capacity, you need to buy a Heavy Item Tag.

Bags and Bins Limit

  • You may put out up to two garbage containers per week.
  • If your quantity of waste exceeds the limit, you must buy garbage stickers and attach them on any surplus bag or bin. Stickers must be visible to the garbage collector.

  • Stickers are sold at Town Hall in packages of 10 for $20.00.

Leaves and Yard Waste

  • Please use biodegradable plastic bags for leaves, plants, grass clippings and garden waste. You may purchase these bags at most hardware stores.
  • Attach branches in bundles measuring no more than 1.2 m (4 ft) long and 30 centimetres (12 inches). The maximum allowed weight is 18 kg (40 lbs). Branches must not measure more than 10 cm (3") in diameter.

Items That Will Not Be Picked Up With Regular Garbage

  • Tires and other vehicle parts such as batteries
  • Propane bottles and tanks
  • Hazardous materials such as paint, antifreeze, motor oil and small batteries
  • Electronic devices
  • Rocks and earth

Recycling Collection

There are no changes to be made during the transition to the new program with Circular Materials.

Blue Box Collection Day

  • Recycling is picked up every Tuesday, including statutory holidays, from every residential address in the Municipality of Casselman.
  • Place your recycling at the curb between 6:00 pm the night before the collection and 7:00 am the day of.
  • There is no limit to the number of blue boxes or clear bags collected per household.

Where to Get Blue Boxes

  • Blue boxes can be purchased at Casselman Town Hall for $12.00 each.
  • We accept all recycling blue boxes on collection day; they do not need to have the Casselman logo.

Special Collections

Heavy Garbage Items

Examples of heavy garbage items: sofas, toilets, sinks, household appliances, doors, windows, or any other waste item that does not fit in a garbage bag or a bin.
  • Please go to Town Hall and purchase a heavy item sticker to have your item picked up.
    • For an item weighing up to 75 lbs (34 kg), the cost is $15 per sticker.
    • For an item weighing more than 75 lbs (34 kg), the cost is $20 per sticker.
  • Place your item at the curb with the sticker attached to it.
  • The heavy item will be picked up within 48 hours.

Household Appliances containing refrigerant gas (Freon)

  • For freezers, refrigerators, water coolers, air conditioners or dehumidifiers: a certified technician must remove the coolant gas and tag the appliance before it can be picked up.
  • You must also get a heavy item sticker to have your appliance picked up.

Hazardous Materials

  • There is no special collection planned for hazardous materials for the Municipality of Casselman. 
  • Hazardous materials include items such as paint, solvents, antifreeze, motor oil, batteries, etc.
Discussions are ongoing to find a disposal solution. 

Compost

The municipality of Casselman is participating in the FoodCycler pilot project. This is a small countertop composter that can reduce the amount of your table waste by 90%. First come, first served! You must first register here https://bit.ly/FCCasselman

Landfill

  • You may bring you large items such as furniture, construction waste and other heavy items directly at Laflèche Environmental located at 17125, Laflèche Road in Moose Creek.
  • Landfill fees are payable on site.

Electronic Waste Recovery

You may drop your electronic items at Recycle Action located at 40 Racine Street in Casselman.

Protect your privacy! Erase all data and remove the memory cards from your devices before dropping them off at the center.

The electronic waste recovery program is a free service intended for all environmentally concerned individuals, companies and organizations.
